Job Description

Appointment Type: Permanent-Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Community Economic Development Division (CED) division of OEWD focuses on community economic development including supporting small businesses, improving storefronts, and creating vibrant commercial corridors. The strategies deployed by the CED are designed to achieve equitable outcomes by working in partnership with community organizations to promote economic vitality and advancing economic opportunities for small businesses and entrepreneurs that experience inequities to accessing wealth and resources. Programs and services of the division include, but are not limited to small business technical assistance, small business grants and loans, community benefit districts, opportunity neighborhoods, SF Shines storefront improvements, construction mitigation, commercial district interventions and community development block grant fund grant management. 

The OEWD Senior Project Manager (9774- Senior Community Development Specialist I) will be assigned to the Community Economic Development Division to assist the Opportunity Communities Program efforts with a focus on supporting the Tenderloin/Mid-Market Community in implementing economic development programs and services. 

The Opportunity Communities Program focuses on creating opportunities that build wealth for communities that face systemic barriers that prevent economic prosperity. The program provides citywide services as well as focusing on key commercial corridors in neighborhoods that serve communities that have experienced historic dis-investments. These commercial corridors have an assigned project manager that works closely with community stakeholders and other city departments to strategically disburse investments and support economic development strategies.

The Senior Project Manager will assist the successful coordination, development and implementation of Community Economic Development Division policy and programs with a focus on commercial corridors and businesses that serve historically dis-invested communities. The senior project manager ensures that efforts are carried out through culturally intelligent practices to serve San Francisco small businesses including ensuring that small business services are provided in multiple languages.

Employees in this class are expected to carry out their assignments with considerable independence with limited day to day supervision and are required to be in the field overseeing efforts, representing the department and collaborating with partners. Positions in this class are responsible for carrying out significant coordination and monitoring over a variety of grant funded projects. In addition, the Senior Project Manager will share responsibility for inter-agency, community and staff coordination in guiding, engaging and managing economic development investments.

Specific Duties

The 9774 Senior Project Manager will act as the point of contact and liaison to the Tenderloin community. The position is responsible for executing Economic Development projects and duties as assigned including, but not limited to the management of grants, assisting in strategy and program development, coordinating resources for small businesses and property owners, supporting inter-agency and community coordination, and facilitating community engagement for the Tenderloin/Mid-Market while working in conjunction with the Community Economic Development Division team, a range of City agencies and community partners.

Program Implementation, Public Engagement, Coordination and Communication

• Serve as a liaison to neighborhood partners, support small business resource coordination, assist with capacity-building; and manage grant funding for projects and programs;
• Serve as a point of contact for other City agencies and external groups seeking to learn more about economic development and investments policy, programs, and related processes;
• As point of contact and representative of the department is expected to be in person, in the office and in the field meeting with partners, attending functions, overseeing projects and building relationships with small businesses.
• Share responsibility for managing the grant and contract portfolio in adherence to City’s local plan, department procurement process guidelines, funding regulations and stakeholder needs within the Tenderloin and Mid-Market communities;
• Coordinate across departments on interdepartmental programs;
• Assist the coordination of economic development sector stakeholders as it relates to assigned projects (including small business, non-profit partners, advocacy groups, public officials and community members, to best connect local businesses to resources and services;
• Support culturally intelligent practices in the implementation of economic development programs and services
• Ability to support Community Economic Development Division team in the implementation of economic development projects and programs
• Tracking programmatic metrics and activities

Grant Management, Evaluation and Reporting

• Coordinate procurement, negotiate scopes of work and budgets, manage reporting, and provide ongoing oversight for grants and contracts to nonprofit or consultant partners to deliver services and programs that include merchant engagement; small business assistance; neighborhood marketing and promotions; leasing and business attraction; physical improvements; and other programmatic areas as needed.
• Track ongoing activities and accomplishments for evaluation and communications purposes
• Collect and evaluate qualitative and quantitative data through reporting systems.
• Prepare reports with program data and program analysis to present to small business and community stakeholders, OEWD management and City officials.
• Collect, prepare and present a wide variety of reports, memoranda and correspondence.

• Graduate degree in business, marketing/public relations, public policy, public administration, urban planning, or work-related experience/degree
• Substantial small business and/or neighborhood economic development program/ grant management experience; experience with real estate development, small business leasing and build-out process desirable
• Track record in working well with range of City, small business, nonprofit and neighborhood stakeholders
  • Substantial experience working in politicized neighborhood environments desirable
  • Substantial experience working across public sector agencies to implement programs desirable
• Effective communication (verbal and written) and interpersonal skills, as well as track record in leadership of teams
• Computer skills and proficiency in working with basic software programs e.g., word processing, spreadsheets, and presentation applications

1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR

3. Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR

4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

SUBSTITUTION:

Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
