The Bureau for Inclusive Growth, Partnerships, and Innovation (IPI), advances USAID’s work to end economic and social inequality, inequity and vulnerability, and to improve the impact of development assistance through innovation, experimentation and more diverse partnerships. The Bureau advances a systems approach to deliver cutting-edge technical assistance to Missions and other parts of the Agency to advance longstanding and emerging priorities, including digital development, localization and non-traditional partnerships, gender equality and equity for marginalized populations, and educational and economic opportunities for all.

The USAID Center for Education is responsible for advancing the vision of the USAID Education Policy: Partner country education systems enable all children and youth to acquire the education and skills needed to be productive members of society. The Vision, Principles and Priorities of the Policy are applicable across both stable and crisis and conflict-affected contexts, as well as formal and non-formal education settings.

The Senior Advisor sits in the Conflict, Crisis, Equity and Inclusion Division within the Center for Education at USAID, Washington. The Senior Advisor is part of a team of advisors focused on education in crisis and conflict (EiCC), and works collaboratively with colleagues specializing in foundational skills, youth and workforce development, higher education, monitoring, evaluation and learning, and locally-led development, among others. The Senior Advisor will be responsible for providing quality and evidence-based technical assistance to USAID programs in crisis and conflict contexts under the USAID Education Policy and the U.S. Government Strategy on International Basic Education, as mandated by the Reinforcing Education Accountability in Development (READ) Act. The Senior Advisor advises on innovative, results-focused and cost-effective approaches to designing, implementing, and monitoring education programs in contexts of crisis and conflict.

The Senior Advisor must be familiar with the relevant and current global education context, major stakeholders, and evolving policies and approaches. The Senior Advisor will apply and disseminate this knowledge through technical assistance, guidance documents, professional development offerings, as well as tools and knowledge products as needed. The Senior Advisor must be able and willing to coordinate and collaborate on a continual basis with other members of the Center for Education team and contribute to Center, Bureau, and Agency-wide priorities and initiatives as requested.

Finally, the Senior Advisor will serve as an activity manager, and/or subject matter expert to advance USAID’s technical excellence and impact in the area of education in crisis and conflict.

Work Schedule:Full-time, Hybrid (2-3 days in office)
Location:Washington D.C.
Starting Salary Range:Full salary range for this position is: $135,000.00 - $145,000 a year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
Travel:Ability to travel both domestically and internationally, approximately 20% of the year 
Clearance Required:Able to obtain a secret level clearance (US citizenship required)

Responsibilities

• Formulates and implements policy and programming guidance that focuses on key areas within agency priorities in education in crisis and conflict education programs.
• Leads or contributes to the design and development of new education activities.
• Provides technical support to contract and grant management on activities related to education in crisis and conflict environments.
• Contributes to the development of content for and delivery of demand-based professional development opportunities to USAID staff and/or implementing partners through remote or in-person training courses, webinars and online short courses.
• Facilitates the use of evidence including locally-generated knowledge, innovation and global lessons learned in the design, implementation, monitoring and evaluation of USAID-funded EiCC education activities.
• Provides significant technical support to USAID Missions in coordination with Regional Bureaus on EiCC-related research, learning, complexity-aware monitoring and risk assessments.
• Demonstrates thought leadership in technical fora related education in crisis and conflict including but not limited to education and climate change, humanitarian development coherence, integrated child protection and education approaches, student well-being, safe learning environments and social and emotional learning, learning recovery (including non-formal education and remediation), and resilient education systems and learners.

Education Policy, Portfolio Management and Reporting:

• Reviews, analyzes, and disseminates information on what works including locally generated evidence on key EiCC education issues to identify and promote in agency policies, in research and learning agenda, and in education activities.
• Assists colleagues at USAID and overseas to carry out EiCC education-specific research priorities, including a focus on resilient education systems and learners.
• Contributes to the development of reports, presentations, and products that capture the evolution of the Agency’s impact of EiCC education results worldwide.
• Provides leadership and strategic recommendations to internal and external partnerships to influence and amplify USAID’s development priorities.
• Identifies novel ways to partner and to articulate education’s contribution to cross-sectoral development outcomes such as resilience, humanitarian/development/peace nexus, localization, and climate mitigation and adaptation.
• Provides support with taskers and briefers as related to EiCC education activities and other duties as assigned.

Knowledge Management, Communication and External Engagement:

• Works with EiCC team colleagues, knowledge management leads, implementing partners and other partners to develop, compile and promote knowledge products related to EiCC programs.
• Maintains knowledge of current literature, trends, debates and research to advise USAID in its legislative mandate to facilitate and coordinate USG activities in the basic education area, particularly in the education and crisis and conflict domain.
• Supports the EiCC learning and research agenda, particularly as it relates to resilience, and the ongoing expansion of EiCC education-related research and knowledge products.
• Liaises with the IPI/Center for Education and Agency communications specialists to expand internal and external collaborators’ knowledge of noteworthy tools, knowledge products, dialogues, exchanges, professional development opportunities, and policy developments that can enhance and inform the successful implementation of inclusive education in education programs.

Qualifications

• A Master’s degreein a relevant field plus at leastfive (5) years of relevant work experience or a Bachelor’s degreeand six (6)years of relevant work experience, of which three (3)years are relevant work experience in a crisis or conflict-affected environment working in education projects or other related programs in a crisis or conflict-affected environment on behalf of a donor or implementing organization is preferred.
• Ability to travel both domestically and internationally, approximately 20% of the year
• Familiarity with USG operations, procedures, and policies in areas such as project management, procurement, reporting, communication, monitoring and evaluation preferred.
• Strong knowledge of trends, discourse, policy issues and technical experience in areas of education in crisis and conflict, the relationship between climate and conflict and education, formal and nonformal primary and secondary education, safe learning environments and social-emotional learning, humanitarian to development coordination and coherence, and promoting resilient education systems and learners.
• Ability to work independently, resourcefully and to take initiative, with flexibility to changing priorities and an eagerness to learn under pressure; ability to prioritize tasks.
• Excellent interpersonal and communication skills; able to successfully and effectively liaise with people within and across departments in a diverse and inclusive environment; confident communicator with proven negotiation skills; exceptional writing and editing skills.
