This position serves as the Mainframe Operations Manager managing and directing the 24/7 operations of input/output Control Services, Mainframe Software Services, and Systems Operations Center. In this role you will serve as a full line supervisor developing, maintaining and meeting production goals and objectives. In addition, you will perform project and system management duties for mainframe hardware and software and prepare Invitation for Bid specifications and Requests for Proposal technical and service specifications. Essential Functions

  • Subject to management approval, serves as the Mainframe Operations Manager for the Department of Innovation & Technology (DoIT)
  • Serves as a full-line supervisor
  • Confers with DoIT leadership, DoIT G/CIO’s, auditors, DoIT managers, and staff
  • Performs project and system management duties for mainframe hardware and software
  • Prepares Invitation for Bid specifications and Requests for Proposal technical and service specifications
  • Coordinates with DoIT’s Office of Learning and Development to assist with the planning, development, and coordination of training events, conferences, and related development programs for CTO staff
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related fields.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing, or telecommunications in a public or business organization.

     

Preferred Qualifications

 

  • Three (3) years of professional experience supervising staff, including but not limited to, scheduling training, conducting performance evaluations, assigning and reviewing work, administering discipline, and identifying staffing needs.
  • Three (3) years of professional experience with product life cycle management to include budgeting and strategic planning.
  • Three (3) years of professional experience managing IT operations, services, or programs.
  • Two (2) years of professional experience overseeing projects.
  • Two (2) years of professional experience developing procurement specifications specific to IT hardware/software/services.
  • Two (2) years of professional experience participating in, and responding to, internal/external audits.
  • Two (2) years of professional experience with customer service including service support for ongoing operations, service level agreements (SLA), and key performance indicators (KPI).
  • Ability to analyze administrative problems and adopt an effective course of action.
  • Ability to develop and maintain cooperative working relationships.
  • Demonstrated verbal and written communication skills.

Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General for the Agencies (OEIG) of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
• Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
