Job Description

Appointment Type: Permanent Exempt (PEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

The Legislative Compliance Analyst reports directly to the Legislative and Government Affairs Manager of OEWD. Under general direction, the Legislative Compliance Analyst is responsible for day-to-day oversight and management of OEWD’s programmatic and operational compliance. The Legislative Compliance Analyst would work with executive leadership, senior management, and program staff. The position also has lead responsibility for managing implementation of new policies, procedures, and practices/protocols, and monitoring and reporting on program effectiveness.

The following include some of the responsibilities of this position:

• Maintain a strong understanding of applicable ordinances, regulations, policies, procedures, and systems related to local and state level laws that OEWD is subject to;
• Develop and implement standardized procedures for all processes related to compliance review, internal and external communications to ensure compliance deadlines are met, filing assistance, records management, and program documentation;
• Ensure that staff provide timely compliance guidance and assistance by communicating filing requirements, maintaining compliance dashboards and contact lists in the department's systems, troubleshooting problems, performing research and analysis for inquiries, providing advice, and documenting communications while engaging with other divisions to ensure that guidance is accurate and in line with departmental policies;
• Enable knowledge-sharing and staff collaboration amongst department divisions to support department-wide processes related to operational and programmatic compliance;
• In collaboration with relevant divisions, ensure that staff provide requirements for compliance systems, policies, and related processes to implement legislative and technology changes. Perform system testing to ensure changes meet specified requirements and lead necessary activities to roll-out the changes;
• Promote knowledge sharing and training among staff regarding laws, policies, processes related to operational and programmatic compliance items;
• Maintain confidentiality of sensitive and confidential information obtained through the course of completing assignments while working comfortably in an open government environment;
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and public records requests;
• As required, participate in significant program planning, database management, policy implementation, program evaluation, and prepare a wide variety of reports, memoranda and correspondences related to program and policy activities for OEWD.
• Support OEWD’s response to sunshine or public records requests;
• Performs related duties and responsibilities as assigned.

Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
